In the early 1980s, a group of about 250 people concerned with the dangers of a winding, two-lane Route 21 met at St. John's Church in Imperial to form the first Highway 21 Task Force.
Friday, a group of about 100 people, including some of those original task force members, met under a new bridge to witness a dream more than 25 years in the making - the completion of Route 21 from the St. Louis County line to Route B in Hillsboro.
