The switch to a charter government may not be making headlines daily, but it is happening.

Stoll, the Jefferson County director of administration, said that one
of the important changes is implementing a merit system for county
employees as required by the charter.
Under the merit system,
county positions will be filled on the basis of ability and promotions
will be based on performance, Stoll said.
While an employees
procedures manual has been in place, elected officials still have had a
certain amount of flexibility in following its guidelines. That
flexibility largely will be removed under a merit system, Stoll said.
