EDWARDSVILLE, Ill. (AP) -- A Madison County judge has ruled it was not illegal for a man to ask to tickle kids.

Charles Douglas in September was charged with misdemeanor disorderly conduct after he approached parents at a Glen Carbon park and asked if he could tickle their kids.

At the time he was charged, the 58-year-old Douglas said he has done a "tickle monster" routine with children, and that it's simply a "joking thing."

On Friday, the government will roll out a new database that will let car buyers, law officers nationwide and the public check VIN (vehicle identification number) records for little or no fee.

In March, insurance company salvage records are to be added to the national database.

Consumer groups have been fighting 16 years to gain access to this information

Thursday's mild temperatures are expected to give way to a cold rainy day on Friday, with high temperatures only reaching the mid 50s.

Saturday, however, could pack the real surprise. A cold, windy day should have highs only reaching the upper 30s. There's a 30 percent chance of flurries throughout the day, especially to areas north of St. Louis.

I have yet to see or hear anything on the news regarding this. Not sure who is telling the correct story but since I heard the one ...

The new lights at Richardson and Jeffco are apparently confusing some people. There is now a right hand turn signal from Richardson onto Jeffco. Today I noticed some people not stopping at that light and they will be crying when the are issued a ticket.

I would also hate to see a bad accident there because someone was not stopping at this light.
